The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability provided through current data. From vantage locations, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and infrastructure problems in many homes as a result of the night's assault. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a need that neighboring countries are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but averting a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
